California does not legally require boat insurance for most recreational vessels, but it is strongly recommended. Many marinas in Southern and Central California require proof of liability insurance before granting a slip. If your vessel is financed, your lender will almost certainly require hull coverage. Beyond requirements, the cost of an at-fault collision, fuel spill cleanup, or salvage operation can far exceed the cost of a policy.
A standard homeowners policy typically covers small watercraft with very limited liability — often $1,000–$2,000 in property coverage and minimal on-water liability. A dedicated marine policy covers agreed hull value, on-water liability, salvage and wreck removal, fuel spill liability, navigation territory, uninsured boaters, and lender requirements. For any vessel used in California saltwater, a homeowners rider is almost never sufficient.
Agreed value means you and the insurer agree on the vessel's value at policy inception — if the boat is a total loss, you receive that full amount with no depreciation deducted. Actual cash value pays out the depreciated market value at the time of loss, which for older vessels can be significantly less than what you paid. Yes. Personal watercraft (PWC) like jet skis have their own insurance category. They are excluded from most homeowners policies, and their speed and maneuverability create specific liability exposures that standard boat policies don't cover. A dedicated PWC policy covers physical damage, bodily injury and property liability, guest passenger protection, and trailer coverage.
Navigation territory defines the geographic limits within which your policy provides coverage. If you operate outside that territory — for example, running to Mexican waters or offshore beyond your policy's range — you may not be covered. It's one of the most commonly misunderstood elements of marine insurance, and something worth addressing clearly when setting up a policy, especially for San Diego-area boaters who fish the Coronado Islands or Baja.
Most dedicated marine policies include in-transit coverage for the vessel while on a trailer. The trailer itself is often covered under your auto policy as a scheduled item. It's worth confirming both with your marine agent and your auto insurer to ensure there are no gaps — particularly for longer hauls between marinas or launch ramps across Central and Southern California.
